Odd problem

I really don't know what happened. For a while my character can have sex with NPCs. Then all of a sudden I can any more. The dialogs and choices are still there, but nothing happens and the NPC would just walk away. As if nothing happened. I made another character and tried it out to see if the problem was just the first character I had. After a little bit of playing, it happened again.  Has this happened to anyone before, and does anybody know how to fix it? Please and thank you
