Weird physics on objects

everytime i enter a room or any place really, i hear objects bouncing around like theyve been thrown or a new force has been added to them. i had htd physics in skse but i removed it and the .dll but its still happening. this is also triggering npcs to think theyre under attack and they enter combat mode.

what could be causing this?

Skyrim's havok messes up when over 60fps. You need to cap your frames at 60, I use enblocal (included in every enb) to do this, I'm pretty sure there are other alternatives, google is your friend.

 

The lines in enblocal.ini:

wow really? 60fps. ahh thanks for telling me, infact everytime i post here someone almost always answers really quickly, from skyrim and oblivion, and fallout. so thanks r0r0no, and everyone else who helps around

As RORONO said except I don't think the issue actually kicks in till about 80 fps anyway I know 70 fps is fine. You can also set vsync in the Nvidia control panel but if you have a 140 hz monitor you'll need to set vsync to half refresh rate.
