The closest you can get with lapine people is one of the Elin race mods,though. There are even Ronso from Final Fantasy X. I've no idea why I didn't remember that one. They even covered it on a few of the more mainstream mod showcases such as the one over on Gamespot. I'm not even averse to things that cross over into the mainstream(otherwise the only Elder Scrolls games that I would ever play would be those predating Morrowind),so that was a pretty bad omission on my part.

I personally would love a Burmecian mod for Skyrim but I dont think it will happen. EDIT: Someone was also making a horse race but I don't know what happened to that. There was also an Otter and Shark race here too, I think the Otter one was called "Cellan" and I think it was postponed indefinitely. Not sure on the Shark one, I saw screenshots of it in game and it looked fine to me.

Any others in the pipeline, or maybe just the option to change all NPC races to one of the others on the nexus instead of the Vaalsark? It is possible to use the console to change races on an NPC basis but it would be cool to have something more universal.
