Hello , hello hows it going. Good to hear but lets get straight to the point! Ive been looking for a bit now for a way to achieve the wet skin effect on my character but have come up with no answers and so at this point i turn to this forum. Anyways i was wondering if anyone could post anything such as a good tut on doing this , files already modified or even a direct link to a mod that could achieve this. Anyways any help would be appreciated and thank you all in advance!

And it was never released. If you desperately want it, you could try sending a PM to the authors and see if they've finished it or not.

 

As for making it, you'll probably want photoshop or a similar image editing program, then you'll want to play with the skin texture and normal map.
