Trigging dragon soul absorb without a dragon?

I want to trigger the dragon soul absorb effect without a dragon. Similar to how Mirraak does it in Soletheim. It triggers from the dragon to the ground. I want to press a button to trigger the effect or trigger it via console. Anyone know how to do this?
