Weird issues 'round the Wasteland

So I've recently added a few mods and updated a few others, and now I am having some odd things going on. Let's start with the Sexout bugs (which have been reported in the appropriate threads):

 

Sexout Sex has completely stopped working. The dialogue options never even appear in anyones conversations.

 

Sexout Rapist won't work with the Wendy Gilbert Companion mod. I can rape anyone else I want, vanilla or mod added, til my characters penis falls off. The options for rape come up for her, she'll respond to the one picked ("No, wait! I'm on my period!" "It's too big, it won't fit!" "No, no! Not that!" or "I'll do it, just don't hurt me.") and then nothing. The rape script doesn't even fire, I can immediately rape someone else instead.

 

Those are the sexout glitches, but I'm having others as well:

 

Random NPCs are appearing in strange places.

-The Mother Deathclaw and her young were attacking the Electro-City crew south of Sloan.

 

-Lieutenant Hayes from Primm was wandering through Hidden Valley.

 

-Dr. Ada Straus from Novac was up in Repconn Valley, headed back toward Novac from the test facility. I ended up having to escort her through the wild ghouls (that weren't there for the trip into the canyon).

 

- The NCR Ranger that gives you the radio for calling in backup has shown up and given me the radio, despite me still being neutral with that faction.

 

The Vicky & Vance Casino has developed a "Vortex Bug" since restoring law and order. Every loose object in the cell is in a junknado that I and my companions get caught in right in front of the entrance. Can't get past it, even with TCL.

A couple notes on my load order:
All sexout mods are up-to-date.
"KainsArmory.esm" is a personal compilation of armor and weapons I made to reduce my load order.
The latest CASM update requires Lutana's NVSE Extender, which is installed.
NVSE and Prideslayer's extender are installed correctly and up-to-date.
"MergePatch.esp" is from FNVEdit.

"WendyGilbert_WillowCompatibilityPatch.esp" is made by me. It changes a formlist so that Wendy can sleep on the bunk beds in Willows new bungalow.

 

Other than what I've specified above, I am having a surprisingly stable and otherwise bug-free playthrough.

Did you clean the vanilla files ?

 

Otherwise, start with a vanilla game, control, then add back utility mods, control, add sexout , control , .... rince and repeat.

Should I clean the vanilla files? I've run the DLC through FNVEdit and saw they were surprisingly filled with dirty edits, but I left correcting them to mods like NVEC.

 

I recently reinstalled due to the "vortex bug" affecting other buildings, namely both Reppcon buildings and the Grab 'n Gulp. Haven't gone beyond Goodsprings Source yet, but already the Deathclaw Alpha was slaughtering coyotes outside Goodsprings Cave. So whatever caused the problem apparently is still causing it. I'm at work at the moment, I'll post an updated load order when I can.

Cleaning DLC: Not with version prior to 3.0.32. 3.032 itself has a cleaning bug, but it generates an immediate CTD so people cannot ignore it
