Body slot help

So I've been trying to mess around with CK to help me out here. Here's my problem:

 

I can wear Pantyhose that take up slot 53 for armor. There is a pair of trousers that I can wear at the same time that take up slot 49. The Devious Devices Leg cuffs I have set to also take up slot 49.

 

When the leg cuffs are equipped, the Pantyhose unequips and the trousers stay on, even though the occupy the same slot as the cuffs.

 

What gives?

Check the nif's BSdismember slot in Nifskope?

Already have. That's how I changed their slots.

You also need to change the slots they take up in the creation kit - on the armor and on the armor addon.
