He is right that is what it looks like the eye tint area. I don't use ECE so not sure all the options. With Racemenu you can not only change the eye tint color but also change how transparent it is. If ECE has that, change that so it should be fully transparent and see if that fixes it.

It couldn't be anything besides the face/head texture then. I've used Mature Skin before (not in a while, though). The textures I use now don't have this issue.

I can think of three additional problems it might be.

1.  Check your eye "depth".  It might have something to do with the distance of the displayed eye versus the face mesh itself.  I've noticed with some eye packs and certain races there is a problem with this conflicting.  Although, looking at the second image from above, your eye depth appears to be "0" so I don't think this is the issue.

2.  it might be a simple conflict of eye mod and race mod.  Although I don't think this is the issue either (since your race appears to be Nord), you can check it too.  I've occasionally had an issue with the succubus race (actually all the time now) and eyes - where the eyes aren't loading into the correct area on the face.  I haven't looked into it enough to figure out the problem, I just stopped using that race mod and the problem went away.

3.  What I do think the problem is, however, is cheekbones.  Did you adjust the character's cheekbone height at all?  or make any other adjustments to the basic face shape?  It appears that the cheekbones are rather high in the image, and they may have just started clipping around the eyes.  You may never have noticed the issue before, because it would only happen with very high cheekbones and a wider nose and eyes that are somewhat wide apart - exactly what I am seeing in the above images.  I think if you adjust those settings, especially narrowing the space between the eyes, the texture warp will fade.
