Is it possible to do this? Why has not anyone done this yet? If not, how to do this?

You can CK edit specific outfits to reveal schlong and you can replace vanilla armor with armor that's revealing or (in some cases) use NifSkope to remove the panties.  Unfortunately, editing an armor/clothing piece in CK so it reveals the schlong does that for both genders, so you either need to be okay with dudes having megaschlongs that defy leather and steel or you need to edit their outfits to be bottomless as well.

I don't have that mod, so can't say from direct experience, but per my understanding of the CK and Skyrim modding: yes.

 

Google NifSkope and a tutorial. Someone linked me a good, simple tut, narrated by a guy with a soothing voice and an accent. I recommend that one.
