Creating opposing factions? Patrols?

So I have 2 factions, we'll call them Faction A and Faction B

 

I have set them as hostile to each other, neutral to the player, and friendly with themselves.

 

The problem is that in my test cell, they just stand there. The cell is navmeshed. I gave them an aggro radius but still nothing.

 

So...after banging my head for an hour, I figured out that I had forgotten to add the actual unit to the faction... Sorry about that.

 

I'm working on making them patrol around certain areas in the Tamriel cells. Is there a best way to do this?
