Give your orders ... Does it exist for Skyrim?

So, in Oblivion, I remember a mod called Give your Orders ... basically allowed you to make any NPC in game your follower, change their equipment, so on and so forth. Had alot of fun with that mod. 

 

So far in my searches, I've not seen anything that does the same. Does a mod like that exist for Skyrim at all?

Puppet Master should satisfy your needs.  It's someone on loverslab, probably in the Adult Mods Downloads or Framework sections.

Yup, Puppetmaster does all that and then some.

Extensible Follower Framework includes a spell you can add to yourself in the console called Mind Control. It recruits any NPC to be your follower until dismissed.
