Seasons Of Skyrim Summer, still snowing

I installed Seasons Of Skyrim Summer Edition and everything seemed to be working as intended the whole time I was in Whiterun, textures, grass water, everything looked summer-ish. But I go to Windhelm and I still get snow falling is this a bug or mod limitation?

Make sure you don't have any other weather mod active, and also, have you used BOSS?

I am certain I have no weather mods installed besides Seasons Of Skyrim and I run BOSS everytime I had a new mod to the load order. The mod pages says its supposed to remove all snow and ice, including snowy weather, but it looks like Im only getting the new textures even though I installed the mod with NMM like the instructions said to

I experimented with deactivation different mods and I believe I have tracked down what mod was causing the snow not being removed, it was sounds of skyrim strangely enough. As upon deactiving Sounds Of Skyrim I was getting rain in snowy areas instead of snow

if you are using MO (not nexus) try looking at left side panel load order and make sure summer there after any mod wich affect climate.
