While OStim already has build-in options to exclude equipment slots from being undressed, I prefer to individually select the specific pieces I want characters to keep on.
OThisStaysOn offers a convenient way to "flag" an item to not be unequipped by OStim.

How to use
The clothes must be equipped, either on the player character or on an NPC. If the clothes are on an NPC, target them with the crosshairs first before opening the MCM.

OStim - any version that supports the OStimNoStrip keyword

powerofthree's Papyrus Extender

Recommended
Nether's Follower Framework - For the outfit system, to dress up a follower

Uninstallation
Only relevant if you're uninstalling on a save that already has this mod in use: Unselect everything in the MCM and save again, otherwise the OStimNoStrip keyword will stay on the items!
