FOSE folder missing

So I was working on getting a modded version of Fallout 3 up and running after seeing a playthrough with FWE, MMM, and the RH_Ironsights mod. I'm following

set of tutorials and using FOMM.

 

I'm at the point where I'm installing the stutter remover, but there's a problem. There's no folder for FOSE and it's plugins, and even creating one, both in the archive for the package manager, and in the Data folder itself, doesn't do anything. So now I'm missing files. What did I do wrong?

Fose plugins (the actual dll files) should go under Data\FOSE\plugins

and if those folders don't exist, you create them yourself
