Distributes a random collar to female NPCs.

Conditions:
- Female

- Does not already wear a Zaz Device
- Does not wear clothes marked ClothingRich
- (Soft Integration) Does not already wear a Devious Device
- (Soft Integration) Not a DoM slave or slaver
- 80% chance

Requirements:
- SPID
- ZaZ Animation Pack 8.0+

Recommended:
- Licenses - Player Oppression with Collar Exemption license enabled for immersion

I think something quite similar could be achieved using a SkyPatcher configuration.

For example filter by gender : female, filter by outfit : Beggars, Prisoners, formsToAdd  collar editor or form id. Then all beggars and prisoners wears collars...
