A question about permissions

I've been lurking around here for quite some time, but I've only recently tried to get serious about making mods. My question is thus: Do you need a mod author's permission to make their mod a requirement of yours or only if you actually use parts of their mod to build yours? Or should you just get permission either way?

Simply making another mod a requirement or using assets from a required mod is common practice.  You don't need permission for that.  However, if you make another mod a master and then override its behavior so that it works differently (or maybe stops working if you messed up), you should ask.  It's also good to ask if you plan to reframe the other mod or its characters in a way that might upset the author (such as adding nonconsensual or taboo content when that wasn't present before).

If you're repackaging assets from another mod without requiring that mod, you should ask permission.  Often, authors are fine with that as long as you ask first and give credit.
