It is if one limits one's searches to LoversLab. Other mod sites are filled with cc for male characters in no small part due to the primary player (and thus modder) demographics for The Sims series. If one searches Simsdom, Sims Resource, ModTheSims, CurseForge, Patreon, Tumblr, the Nexus of even X, it is not difficult to find male clothing at all, be it every day wear or some of the saucier fare. Only fetish wear is limited to sites like these.

There's E404P, Deathspoke, JulieJ, Theuso, on loverslab and JulieJ also has her own website.  Theuso has a universal bulge for the men's pants, swim trunks, underwear.  LLM has a more detailed universal bulge for underwear and swim suits. You can still use the penis modes in the pants section, if you get the accessory pants and shorts with an open fly, saggy or dropped pants.
