If only the premium servers are showing when trying to download just try later. Nexus server are just terrible, so just wait a while until the free servers come up again. There is no need to pay for anything on Nexus.

LaEspada is entirely correct, it is merely a server farm and clustering issue that is happening over at the Nexus, <Enter Growing Pains Here>, I am sure they will get it sorted out soon and the files should be available again for the standard members. Premium membership adds some nice features like faster downloading and no adds on the web pages, but it is not necessary in order to do most of the things available on the Nexus.

You have to register an account for Nexus to download mods. That's a given.

But to go premium that's another story.

yeah but even the lowest level of membership requires a billable credit card.  its like a buck 70.  i'm guessing this is new?

No you don't. Just go down to the very bottom and hit create an account without clicking any of the options.

OMG PEOPLE NEED TO READ!! IT'S AT THE TOP OF THE PAGE!!!

Select any packages you would like to purchase. You will be directed to the payment screen once your account has been created and you have logged in.
If you do not want to buy Premium Membership simply skip this step by pressing "Create Account" at the bottom of the page.

It's set up in such a way that makes it seem like you need to buy a membership - I remember making the same mistake initially.  As others have mentioned, though, you can indeed create a non-premium membership still.

People need to lighten up and be more helpful with folks new to all of this, it's easy to pass judgment, but harder to be patient and show the way.
