How to delete an action "explain attraction"?

This action really annoys me when I'm trying to heal pawn or something. I don't quite understand where it came from and assumed that maybe some kind of setting enabled this action. Before that, I played on 1.5 and there was nothing like it.

That's a debug action which means you might have dev mode on. Check if Development mode is ticked in the options
