Does your sim already have the preference for feminine clothing set in CAS?  That's the only thing I can think of to influence that.  The towel feature is from Wicked Whims, and I don't think there's any setting for towel preference there.  

Female sims with high Naturism skill might wear their towel like that anyway, because they don't mind walking around with their tits out.
