mod Looking For Mod that forces the spawn of DD items onto npcs

AS the title suggest i am looking for a mod that will universally let me assign DD items, of random kinds onto every npc in towns, cities, villages, you name it. I plan on doing a run of skyrim where everyone wears DD items using certain mods such as Devious Strike which can put DD items on most human enemy factions, but i need something that does it on passive npcs and in each hold.

not quite what i was looking for, this only gives them collars, i want to populate skyrim with FREAKS, i seen htis but its only for females and only covers hold npcs, There is also Maria Eden which has a outfit manager too add DD devices to npcs but that too also doesn't fit what i want, I am looking for a mod that throws DD devices or "fakes" of all kinds onto various vanilla npcs, either via a setting in a mod menu or just out of the box. Devious strike is the only thing i could find that lets me do that but its only for hostile factions and only a couple such as bandits, forsworn and mages.
