NPCs missing equipment

Hi there,

 

I transferred to AE about a month ago, it took me a lot of time, but now I have fixed most of the the initial issues. I still have some, one of them is that radiant NPCs (usually bandits, forsworn, guards) sometimes don't get certain armor pieces or weapons. They usually get some armor, but it is very noticeable when they don't get a chest piece or a weapon. Sometimes they get 10+ of the same weapon. This was somewhat funny at first, but when a forsworn warlord didn't get the Red Eagle sword (quest item), it became a problem (I could of course console it, but it took me a while to realize the issue). I don't actually know if they don't get these items or just lose it somehow.

 

Is there a known reason for this lack of equipment? Over-stressed papyrus maybe?
