what's the closest settelment to a clean slate?

what I mean by this question is what's the settelment with the biggest space to build while having as few buildings as possible that I can't remove?

I didn't like any settelment I went to up until now because they all have an unremovable building that I don't like how it looks, I want a settelment where it's just an empty space that I can build from the ground up if that's possible

Spectacle Island is going to be your best bet. It does have the two buildings on the one end, but there is lots of room to build away from there.

Vault 88 from the vault-tec workshop dlc is another option. If you kill the overseer, you don't have to build anything or do the boring fetch quests. While being underground might not be great, at least the land is flat unlike Spectacle Island.

Tear down all the buildings. You can even tear down EVERYTHING in Drive In.
All you need is: Scrap Everything

I also think Spectable Island fits that description.

Vault 88 is also big but it has various Vanilla bugs that will eventually damage other parts of the game

If you don't mind being off the mainland, I agree with everyone else here about Spectacle island.

 

The largest FLAT area I know of is Starlight DriveIn, if you don't mind the projector. 

 

Clearest area I can think of is Nordhagen Beach though. I'm a fan of that particular settlement

There are also a slew of mods out there that bulldoze and flatten just about every settlement to be an empty sandbox.
