watwatwatwat
If I look at a specific direction in Solitude I get 2 fps when If I look at another directionI get 60 fps. It does not matter when In Solitude I am direction makes the difference. WTF? How do I fix it only Solitude I have lags no where else and I have no mods for Solitude Link to comment
Vioxsis
This exact thing happened to me, it turned out to be my anti-virus not liking what ENB was doing. my game slowed to a few frames when i looked around about where the pier was. Try disabling your anti-virus. Link to comment
h38fh2mf
I had same thing in Helgen with one version of ENB. I updated version of ENB, reconfigured enblocal.ini, disabled game anti aliasing and it was fixed. Link to comment

Deep Red
Had this exact same problem about a month ago. Confused the hell out of me and made the game nearly unplayable since it wasn't limited to Solitude for me. What I did though was run Textures Optimizer and let it work its magic. Turns out a texture was exported incorrectly or just too large for its own good. Following that the game ran at 45 fps average in Solitude. Hope it works for you too. Link to comment

Corpus Vile
A bit late, but if you're using ENB there's a chance you didn't really need to 'optimise' your textures. An issue like that one could easily be caused by VideoMemorySizeMb set to the wrong value in the enblocal.ini. But, well, I guess it doesn't matter now. Link to comment
