I am very new to Skyrim modding and wanted to ask if it is a bug that no male in the game a penis during sex Animation.

Do you have anything installed like SoS or a body replacer that already has a erect penis included?

You can look in the mod config of sexlab to turn on male nude bodysuits.

No i have nothing else installed that had a model during the animations the men always wear their underwear.

Well then that would be the problem then you can't have something if nothing is installed. So you will have to install something like SOS (slongs of skyrim) or something else that adds the male nude body with erect penis and you would have to make sure that it is set up in MCM so that when animations start it switches to that body for the male.
