Is there a mod that randomizes cock lengths for creatures, so some could be small and others big?

I noticed for example wolf cocks are all huge, this is mainly for immersion because like humans, not all animals have a big dick endless you're like a horse or elephant.

No, there's no mod like this.  Animations are built along the creature's given proportions, sometimes including flexing or other manipulation, and it would not align if the lengths or shape were changed at all.

There is Animal SOS. Just be sure to use the SOS add-on rather than the MNC replacer if you want size variability.
