version 1.6.1170 Need help with what appears to be a crash

I'm fairly new to modding as a whole, not just Skyrim. However I've run into an issue that is far beyond my comprehension. I am playing on Skyrim version 1.6.1170 and the game crashes whenever "skyrimSE.exe" tries to load, but its not a normal crash. This monster leaves no crash log, no dump file to sort through, and the only indication that I can find that it exists outside of my mods is that I can no longer load the base game even with all mods disabled. I've tried verifying the files and they're all there. I've tried uninstalling and reinstalling my mod manager and mods... the problem persists. the last resort I can come to is that I need to uninstall and reinstall Skyrim as a whole. However I'd prefer to do that only if absolutely necessary.

If the game crashes on load my first guess would be missing or incorrect SKSE version.

Use this: https://www.nexusmods.com/skyrimspecialedition/mods/57339 instead and forget the above exists. If any mod says (usually very old ones) that it needs the above, substitute it for what I linked here.
