Peeping sims not working properly

I've noticed that for the last several updates (I don't remember when it started), the peeping sims stopped working properly. They will still show up and peer into the windows, but they don't start masturbating or doing anything when they see any sims naked or having sex. When I also try to choose the option to 'show off', the action just disappears on it's own from the queue and nothing happens. I remember in the past, Tom Peeping would start masturbating if my sim was naked, in underwear or swim wear, or having sex, but he doesn't do that anymore. 

 

As far as I know, none of the mods I have conflict with WW, they actually tend to say they are compatible with WW. 

 

I tried to google a bunch about this, but I haven't found an answer or a fix. I did run the ww.fix console command (I think that's what it was) because I had an issue with my spellcaster sim and her pubic hair. (it fixed that). For this issue, I disabled peeping, saved and exited, deleted the localthumbcache file, booted up the save and re-enabled peeping, but that didn't fix it. I just did a fresh install of all my mods and CC yesterday, where I deleted all the mod files. 

 

It's not a huge deal, since it doesn't break the game, but it's a small mechanic that I would like to get working again.
