Invisible cloths?

I have never enchonter this problem before and I really need help on this one. I recently reinstalled Skyrim be cause my last skyrim folder have alot of messy mod that keep making my skyrim crash. So i installed all DLC, and mods that I really wanted. It stop crashing but this happens

Some NPC like tullius, ulfric and the thalmor have invisible armor and you can see THROUGH them. In the picture I try to use command and show me what is he wearing, it said "BAD EDIT (ID)". Some have told me that it's a missing mesh problem, so i try copy and past the mesh file from a Skyrim folder that do have their cloths intact. it didn't work. I didn't download immersion armor mod, but i downloaded for I thought it will add in those missing mesh back in, so their cloth will show, but that didn't work either.

 

I ran Tes5 and it didn't give any error, or at lest it didn't stop, I use BOSS to organiz my files.

Are the clothes for male or female only? If they are for one sex only you will get that if the other sex tries to wear it. Could also be missing meshes.
