How to add buffs / debuffs to jewelry or clothing items?

I'd like to add some buffs and debuffs (skills, maybe magicka/ stamina/ health/ regen rates) to a few clothing and jewelry items.

Is this something that can be done in xEDIT (and if so, which fields need to be edited), could it be done in Creation Kit (and if so, how to go about it), or does it require actual scripting?

Any help (or pointer to tutorials) would be appreciated :)

It's easy to do with xEdit (and faster & simpler than using the CK).  Just add the desired enchantment to the object effect field (see picture).

Thank you everyone :) - some questions:

I'm assuming this means it'll add it to all instances of that object, right? (which is fine)

If this uses enchantments, that means it'll mainly be positive effects that are available but not negative ones, is that correct?

The thing I had in mind is that I found a cute pair of earrings that are also little bells, making noise as the PC moves. I'd like to add a pretty strong debuff to stealth (maybe -30) to represent how hard it is to remain undetected when you're making sounds. I don't think adding enchantments helps there, does it?

There I mention exactly this.

I have send the modification plus some others (sound on hit) to the author.

sound set to max, you need to tweak it down in sound descriptor attenuation.

(12 is 50%, 20 is 10% , it's in DBU)

wave files set to 100% (before 50%)

priority footstep sound reduced to 64 (repeated sound better do not have a high priority)

left step as alternative for right and vice versa. This should keep sound in memory and is supposed to avoid a "soundflash" on high script load.
