Low FPS in SSE for seemingly no reason. It was better last time.

I am playing on SE with AE update (1170). My settings are set to Low in BethINI. I have no ENB or Reshade mods, only Cathedral Weathers. I also have Noble Skyrim and SMIM installed, but disabling them didn't give any noticeable performance boost. The last time I played SSE on Ultra and I had a stable 58-60 FPS with rare drops to 40. Now it's 30-35 with occasional drops to 25.

System specs:

Intel XEON e5-2690 v3 (2.6 GHz, goes up to 3.3 when needed)
MSI 960 2gb
16 gb RAM
SSD
50gb of free space on the drive.
PC is properly cooled.

Geforce Exprience advises me to set the game to Ultra. GPU util seems to be around 60% in-game and CPU is <30%.

I did not change any specs since the last time. I have 2 monitors, main one is 1080p/60Hz. Any support is greatly appreciated.

Another possibility> possibly> has the savefile being loaded been cleaned? If the save file has a lot of clutter, (unattached instances, undefined elements, or excess stacks/frames), the game can nosedive into uselessness (ie become glitchy, laggy, sticky, jumpy, and just plain "this don't feel right!").

The first two can be cleared with the fallrim re-saver tool, the second two have to be done (afaik) using idling, in game, inside quiet places. Low-glitz player homes with no followers are ime best for the purpose. A periodic (every few minutes) save file made while idling, examined in fallrim (alt tab and open the newest save file in fallrim), will show the progress of the lagging housekeeping by way of steadily reducing stack frame counts shown in the "info" panel and file read popup report. FWIW, It takes me ~5-15 REAL minutes inside a quiet place to clear up most or all of the crap associated with frame/stack clutter. The time required increases proportional to the stack frame overflow. If the values reported are ~100 or so stacks and up to a few hundred frames, that would likely not impact you too much, if that helps.

("overflow" is used here figuratively, low glitz means no player homes with a billion whirly gigs that look kewl but gobble processing juice, ... and your harem jumping around everywhere to make it even more gobbly. you want the game to focus on cleanup, not purdy or exciting)

You should not be installing ANY mod that adds textures. Even barebone vanilla skyrim is already exceeding the capacity of your graphics card. Basically your system is unfit to mod skyrim graphics in any way. You may be able to run some pure script mods, but nothing that has a "textures" directory in the mod.

This has nothing to do with GPU speed or usage. It's running out of space, not processing power. Swapping textures back and forth between RAM and VRAM likely is what's tanking your performance.

Buy a better GPU - even the cheapest ones are better than what you have, so long as they have 4+ GB VRAM - ideally at least 6 GB.

EDIT: Just reviewed your (abysmally sorted - loot sucks) loadorder. And yeah, dozens of cosmetic mods that add textures, like hairpacks - prolly at full 4K scale too. Your graphics card is swapping itself to death. That's the reason it's not actually processing much: It prolly spends half the time just waiting for textures to be swapped in and out of VRAM.

Thank you very much for the replies.

I have started a new save and got a bit more FPS (around 3-4 increase). Disabling cathedral weathers did not change anything. I have also deleted some clutter, like hairs I don't use and some retextures. The situation seems to be ok, I will try to reinstall drivers. Purchasing ANY GPU is not an option, so I will try to juggle with mods a little. It's still unclear to me why my GPU util is not at 90+% though.

Reading and thinking helps. I explained it 3 times redundantly in my post. Your GPU has nothing to do, because it is WAITING for data to arrive, since its user didn't buy enough VRAM.

Without a different graphics card, you will only get reasonable FPS if you run vanilla Skyrim, without mods. Your machine is unmoddable.

To give you an idea what kind of potato you are trying to turn into a princess: I have a 5 years old graphics card. It cost 150$ back then, now is probably worth 60$. It has 6 GB VRAM. You have TWO! Your graphics capabilities are comparable to a 10 years old computer, and then you wonder why installing nowadays mods tanks your FPS "for no reason"?
