arrow does no dmg at long range, even with navmesh fix

So this is pretty strange, my arrows and bolts appears to just pass through my target at long ranges (beyond 4000). I added fVisibleNavmeshMoveDist=10000.0000 to my skyrim.ini, yet still no help.

 

Interestingly, my arrows can hit the chariot driver and his horse at all distances, but can't hit enemies or followers.

 

Does anyone encounter this problem or have a fix?
