MCCC skill difficulty affect only my sims? or all sims?

So, i know back then mccc has setting in which you flag your sims to follow the difficulty setting rules or not, that way, skill difficulty ONLY affect your sims.

 

but i don't see that option anymore, so, does that means the skill difficulty affecting all sims now?

 

i'm asking because i remember at some point of my game time a couple years ago, that all the other sims also level up fast because i changed the difficulty setting, and that made me download separate mod just for skill difficulty from MTS, despite MCCC also having it.

NPC's never level up, progress in aspirations, or get promotions anyway.

 I'm using Townies Gain Skills from JaneSimsten (but actually I'm investigating if it sill works) and I'm not sure that it's affected by MCCC.
