New DLC's since... how long ago?

For Rent:  Only if the SE Asia theme really appeals to you.  The gameplay, there is more to my life other than the fact that I rent an apartment.  And the world is too small.  Not just disappointingly small, it's unacceptably small.

Horse Ranch:  Yes.  Horses are fun, the world is gorgeous.

High School Years:  For me, it's a yes.  I am constantly starting new saves, and usually starting with a teen.  Without HSY, NPC teens almost never leave their house, and it's nearly impossible to make friends who are also teens.  With it, you'll get to meet pretty much every teen out there.  I like the world that came with it too.  And once you earn an A, you can graduate early, and enroll in university-- which also makes Discover University much more useful, you can have a degree before you even age up!

Growing Together:  Almost forgot this one.  It's mainly important because of the relationship overhauls that came with it.  World is so-so, but there's vacant lots that could get things added that will improve it a lot.  I'm rather infatuated with an NPC who comes with it, Xochitl Luna.  After a light makeover, she's a real hottie.

In my opinion, to sum up the recent DLCs... no, not really. I mostly concur with the above, with exceptions to Horse Ranch (haven't tried it, agreed on the world, though) and High School Years (I don't play teens, so this pack has little value to me). I haven't tried Crystal Creations yet either, but so far, it looks interesting. I do enjoy occult/magic stuff.

For most packs, I'd wait for a sale and since you haven't shared any interests you may have, I don't know which to recommend to you.

Now as for skin overlays, some of my favorites are (female Sims):

Grimcookies Tahani Skinblend, fantastic for MM Sims. I don't use Maxis Match very often at all, but in my early days of Sim creation, I used this skin a lot.

Mirabella Skin Overlay. I like to use this overlay for drug addicted Sims, sick Sims, etc. I've got a pornstar Sim that uses it, for example. It puts more emphasis on the eye sockets and clavicles of the Sim, which to me, helps complete the look for Sims that look underweight. But it can be used for any Sim, of course.

Michelle Skin Set. This actually isn't a huge favorite of mine, but I've found that some Sims I have tend to pull it off. You might like it too.

Tender Skin Overlay. This was my most used skin overlay for female Sims until I realized I relied on it too much and started trying to branch out more for the sake of making more unique Sims. A top 3 contender for me.

GoppoIsMe GOLD Overlay Skin S1. One of my go-to choices for creating beautiful female Asian Sims.

And last, but certainly far from the least, in fact, it's my absolute favorite: the Irene Skin Overlay. I use it often for black female Sims. Latina could work great too.

Can recommend stuff for men later, if you like.
