Just an idea for a mod. Maybe someone knows how to implement something like that and gets inspirired by this.

I've noticed that there are almost no mods related to Spanking in Skyrim.

My idea would be a mod that affects both players and NPCs. During a spanking, corresponding sounds should play (slaps, yelps, some intensity or duration crying and begging). Via Slave Tats, the butt color should change based on the implemented implement (e.g., light red for gentle spankings, dark red for harder ones welts for canings etc).

Over time, these effects could fade away (possibly with the help of the Slave Tats' fade overhaul).
Follow-up:
The idea is that this would be different from a pure animation overhaul, which can have temporär debuffs or masochist buffs. Depending on status, intensity, or duration, there should be a few random events occur, such as text messages and sound effects when the player or an NPC tries to sit down (yelp) or after sleeping (e.g., "You're spending the night on your backside trying to ignore the throbbing in your back") and backside rubbing animations (like the random animations when wearing Devious Devices.

NPCs could also be affected. For example, married NPCs could randomly spank their wife based on their status (some at home, others publicly, e.g., in a tavern).

Implementations:
Various implements should exist in-game (base object swapper), such as carpet beaters, belts, and paddles in normal houses and random ones in chests.
Canes and more by guards.

There should also be a chance that the player ends up standing in the corner at the end of it all, with NPCs giving their opinions on what happened and having fun.

Crime:
Guards should give you a judicial punishment for low-bounty crimes. You get arrested and have to wait in a cell for the rest of the day, then you're locked into a pillory based on your status and the severity of the crime (e.g., "You owe this amount of money" and are already known as Dragonborn). This could happen publicly or in a room at the guards' barracks, possibly with another NPC randomly selected (e.g., Ysolda from Whiterun or one of your followers).

Quests:
This entire concept could be integrated into quests from vanilla Skyrim or quest mods.
Example: In the Dark Brotherhood questline, you receive a letter "from Motierre i think"  that you must bring to Astrid. You can open it before bringing it to her and she will comment on it. Then, you might possibly try to talk your way out of it, apologize, or be a brat and claim you're the listener (depending on this, the spanking could be more or less difficult).

Bandits could decide through defeat overhaul that they want to teach the player a lesson.

Creams and healers:
To ease the pain and debuffs and accelerate healing, there are various creams available at alchemy merchants. However, these are expensive, and it's possible that the player will be ashamed to buy them. The merchant might also comment on this  and other npcs will hear about the player buying them. Alternatively, the player could visit a healer (e.g., the temple in Whiterun), but it would be really degrading.

Unhelpful comments:
NPCs will react to your spanking corner time or red bottom. Some will enjoy this and make useless comments or think you deserved it. Female NPCs will of course respond differently
