if i  fixed a broke  mod that is on here that has been abandon could i reload it up

I am pretty sure nobody would mind if you upload your own version of that mod. It is known to be broken and not too be used currently.

Just make your own topic so supports goes where it is needed.

I may not be an etiquette expert, but in my opinion:

 

If a creator has specified their mod is 'up for adoption' then go straight ahead and upload your version (obviously crediting them)

 

Otherwise, if it was created by an active member then you should ask them (PM is most likely to get attention).

 

If the creator hasn't logged in for a long time (it says date on member page) and hasn't indicated their wishes otherwise then go straight ahead- if they do come back some day they can request you to take it down, but I think most mod authors would take it is a compliment if someone picked up their abandoned work. A lot of sexout mods have multiple authors and are or have been abandoned at some point
