Edit: Nothing I can do if the government forms themselves do not allow for the usage of optional elective laws like Feudal/Clan/Tribal/Wanua does. I asked this question on the futanari mod itself and someone suggested implementing it via the special sucession laws the way china has progeniture as a special succession law. unfortunately idk how to make that and i hope i don't come across as trying to "explain your job to you" because i have no idea how do cool stuff like you do

I do see some suggestions in that thread but they just feel like they want to specifically render 'electives' obsolete and/or make it too easy to have a single-heir succession, which honestly I am not a fan of.
