This mod adds (as tattoo and as face paint) additional eyes tattoo to your sims:

                                                    

this mod was inspired with eye tattoo / paint that was worn by pirates (like the one you may have seen in the Dead mans chest from pirates of the caribbean):

 

there are 6 swatches (blue, green, red, brown, black and demonic black eye coloros), these tattoos allows to wear eyeshadows and eyeliners not overcoming them. 

 

this is how it looks in game without any effects (as is):
