They don't/can't manually review every mod upload so even if you tryhard to break every rule, until someone reports it, your mod will stay up. Same way you could occasionally find hardcore porn and gore on Youtube

Charlotta full nude is on beta now, i am doing some test and making sure the weight paint looks fine, but the texture, model, and materials are done. just making sure all looks fine now.
