Audio settings aren't saved

If I change the voice volume and go back it says "saving..." like it should, but if I reload the voice volume is back to what it was before. Very annoying because some conversations keep repeating in the background. What can cause this?

Edit: I'm using MO2 and my inis are saved in my profile folder, in case that has anything to do with it.

The only hint I can think of right now is that sometime back in ye olden days this was a known engine limitation - mods could add settings, but they were never saved. Then a mod came along and added support for saving custom settings. The affected mod was Realistic Water if I'm not mistaken, the fix I do not recall. This is where I'd start. What does RW/RWT require to save settings?

I was tired when I wrote my last post. Voice volume is a vanilla setting.

A better guess would be that the ini file that holds those values is read-only. skyrimperfs.ini seems like a likely candidate. Also keep in mind that in MO2, mods themselves can contain ini file edits ("INI Files" tab of each mod).

Edit: If that doesn't work, I'd use Process Monitor from Sysinternals (Microsoft) to determine why settings aren't being saved.

Aren't game audio settings (aside from boot) stashed in the save file?

How does it transfer settings to a new game? Especially if all previous saved games were deleted.

Also, what are these in SkyrimPrefs?

Not saying you're wrong. I have never looked into this. I'm basing my comments on how I'd do it. I wouldn't keep persistent settings in a save game which is not always loaded and eventually comes to an end. Though what you're saying would explain why the main menu doesn't respect music volume settings.

@traison, tbh I simply didn't realize that the skyrimprefs.ini was edited by skyrim during play. And indeed, looking in mygames/skyrim special edition  folder shows that you're corrrect, and I am mistaken in that assumption, since the write-date on that file corresponds to the last time I played. The last time I manually edited that file was months ago.
