Why can't I see it and how do I level it up?

I think you just need to stand around in your own house for it to be gained, like you don't have a guitar skill until you pick one up and start playing.  It seems to go up when you sim either does something or is viewed though if the skill isn't high and the sim is caught outside it might dress itself.

You need to give your sim the nudity entusiast trait, or enable "All sims nudity entusiast" rule in WW settings. Otherwise you cant level up the skill.
