Everyone has learned , I don't see a reason why you can't do it .

The answer to your question is of course : no , and there is a number of very simple reasons for this

 

1) Packages , as you define them , are composed of mods for which , several modders do not give permission to repost them

2) After the above , the various Skyrim players , build their modding based on what they want to have from the game

3) What said in point 1 and 2 , first you decide what you want to have from your Skyrim , then you think about modding

KS Hairs is pretty commonly used, and there is a physics version for some of the hairs in a second mod:

#2 is an entirely separate mod from #1.  It is not dependent on #1. 

 

#2 has physics for some of the Hairs from #1, but not all (maybe half?  1/3?). 

 

I use them both.  #1 for NPCs, Followers, and some other mods require KS Hairdos for their mod changes.  #2 I use for my characters.  Having physics on lots of NPCs can kill your framerate and maybe make the game crash by being too demanding, but it depends on how strong your computer is.  But if you are running physics on bodies, I personally would not recommend running physics hair on NPC.  My computer would not handle that, but new computers might....I don't know.
