No more than two dancers having sex in a strip club

The strip club has 4 rooms with beds.

I want 4 dancers in 4 bedrooms to have sex at the same time.

But no matter how you look at it, only two dancers have sex and the two bed rooms are always empty.

How should I solve this?

IIRC, this is an intentional cap that was introduced to reduce the impact that Wicked Pervs has on the whole strip club gameplay (apparently, there were stability issues and the like). In any case, it's by design and can't be changed.

 

If you want to create something that's more of a "sex club" / brothel, you might want to try LittleMsSam's "More Buyable Venues" mod, which allows you to buy bars and nightclubs (and basically everything else as well). The "ownable" variants of the lot types allow you to use your own Sims instead of some random Job NPCs, and if you create a social club for your "staff" (bartender, DJ, prostitutes), you can set your owned club/bar as the location for club gatherings and easily get everyone over there that way.
