It is a type of garment that Japanese women came up with to convince some of the 'herbivore men' (essentially Japanese Men who have 'gone their own way'. They are not in the 'meat market' anymore so Herbivore) to return to the dating market hence 'Virgin Killer'. It could easily have been called a Seductress Dress but that does not have the same punch to it.
