My Schlong is gone

Check your SOS settings.  It doesn't look to me like you "lost it" it appears to me from your snapshot that you replaced it with a vag (if that's even possible). A missing schlong usually produces a literally empty area, including that bit of furry I can see in your snapshot, ie, I don't see any evidence of a cutout, as can be plainly seen when an NPC is missing a schlong

 

 

In addition, there's a genitals section in Racemenu. If that was altered, your schlong *could still be there, but tiny through scaling.

It is gone for real though, doctor. Can't you tell from the man's face this is serious? Look:

 

Jokes aside though, I'd start by inspecting the race. Dongs are bound to races, if you have a custom nord race it may not work without modifying SOS, not sure.

Also, SOS settings like anjenthedog suggested. What does the MCM say is your current "tool"? Can you change/force it?

 

The papyrus log may also be useful.

well, guess I was wrong... I should have zoomed. Most times when I've encountered it, the missing patch was far larger than that. (about twice or even 3x the area shown)

here is the papyrus log, and the missing schlong happens to all males, so I tried making a new game, and I get the message groovtama : incorrect xmpse2 skeleton on Actor : Prisoner (xmpse version 0.000000. xpmse2 features on actor disabled, so if this is the problem I have no idea how to fix it ?
