Teenagers are children now?

I decided to cave in and get the expansion packs. First of all, I'm totally lost among all the new stuff. Secondly, it seems some expansion turns teenagers into some kind of children in regard to sex, not being able to have it. Oh, and skills develop way slower for teens now! And there's a weird puberty system too, which I really don't quite understand (they're as tall as adults and they are starting puberty? What?). Am I doing something wrong? Which pack is doing this? Does WickedWhims need an update.

Puberty is something the game adds with the High School Years pack, but the sex thing is actually caused by WW - or to be more precise: it's a reaction to how the HSY pack depicts teens as underage and immature, which makes them seem closer to children than adults. Personally, I'm not really happy with the decision to generally block teens from having sex, especially since I don't have that pack and my teens look and act pretty much like grown-ups.
