At first glance, this looks like broken custom content, probably some very old custom clothing or a messed up texture/layer sorting. Fixing that would require editing the file in S4S and perhaps even some more work on the mesh and textures, so as a player, the usual way is to just remove broken CC from the game and find something else to achieve the desired look.

 

If, however, this also happens with vanilla stuff only (i.e. only clothes that come with the game or some DLC), you can try performing a game repair / validating your files (it's the same, just different names for EA and Steam, respectively).
