Why don't Fallout 4 have mods similiar to Skyrim's SoS and CBPC +Vagina collision mods?

Just out of curiousity, why has nobody done such mods yet? 

 

Is it engine limitation?

Would like to see especially the latter mod be ported into fallout 4, would make AAF scenes be significantly better

There is BodyTalk but one could be easily excused for not knowing where to find it, considering that the sites that used to host it no longer do for one reason or another. It does lack the modularity of SOS, however, so one can forget easily slotting in new genital add-ons or relatively painless addition of custom races or female based character support.

There's OCBPC, but it's not perfect. I made the college try to get vaginal collisions working on ZeX with BT and FG, But I couldn't get it consistently working or actually triggering in anims, just small instances that didn't look that great. The frameworks for all that are still in there for people who wanna try it further than me, but I honestly am not feeling arsed to beyond what I did. There's no HDT system cause there's not been a modder who has finished one or decided to make one. Hell of a lot of users who have a lot of time to talk about it and get mad it doesn't exist though...

That's a shame. I do hope someone will pick up the mantle some day, but from what I've seen, F4's modding scene is underwhelming compared to Skyrim's probably due to the fact that people simply like Skyrim more.
