I'm not sure if it's the XML's for this, or what might be happening, but whenever I equip this outfit, I get some wild stuttering. As soon as the outfit comes off, no issue whatsoever. Any ideas?

Looks like there is no recipe to improve them on armor bench, just like in the original.

Guess I will have to add that i CK myself then.
