How to solve the bug?

I think it's really a bug, and , it certainly happens to others. 
Is there any way to prevent NPC's from dressing before finishing an animation? 

I have the dressing setting turned off . According to the description, it prevents the problem
Yes , I have installed the latest version of Sexlab Utility Plus .
It seems that this is not working properly

What I have found most useful (and this works best when having sex with the same NPC rather than many different ones) is to use the Strip Item Editor in SexLab. Use "N" to choose your NPC partner. Go to the Strip Item Editor. Skip the part that strips the player and go down to the NPC. Choose each and every item as "never allow". Voila, you're done. 

 

Sadly, as with everything else with SexLab, you need to do this with each and every NPC with whom you intend to have sex.

In fact, it ONLY works during the animations the way I described it. Hopefully it will work for you though. ?

Since these are random animations , triggered by mods such as SCRappiersMatchMaker ,or similar , theoretically, once you run the suggested setting, it should apply to every NPC of the same gender , example , the Guards of Solitude , set their equipment , will it remain valid for all the guards of Solitude, or only for the one selected at that moment? I need to experiment . If , it will remain valid for all NPC's of the type, it will be a good step forward

I've never tried it that way. My preferences run to named NPCs. Let me know either way though, if you don't mind.

It seems to work as expected . I set the stripping on a specific guard, with MatchMaker , I enabled an animation on another guard of the same faction, in MCM\Sexlab stripping editor, it detects the settings made previously
